PALESTINE : UNE LETTRE DE FONCTIONNAIRES EUROPÉENS

Nous avons ici, à plusieurs reprises, relevé l’étonnante « modération » des réactions des Institutions de l’UE envers les agissements destructeurs du gouvernement israélien visant les populations et les villes palestiniennes sur leurs territoires de Gaza et de Cisjordanie. Pour mémoire, cette offensive militaire a causé à ce jour plus de 50.000 victimes et 100.000 blessés - ainsi qu’une occupation d’une grande partie de ces territoires par ailleurs soumis à un blocus humanitaire quasi total. Autant d’agissements qui constituent une violation flagrante, systémique et de grande envergure de toutes les normes de droit international.

 

C’est dans ce contexte que vient d’être rendue publique - après deux ans de procédure dilatoire - une lettre de protestation adressée en octobre 2023 à la Présidente de la Commission par un collectif de 800 fonctionnaires européens dénonçant le silence des Institutions sur cette tragique question.

  • « We equally strongly condemn the disproportionate reaction by the Israeli government against 2.3 million Palestinian civilians trapped in the Gaza Strip; a reaction that is considered by many observers as war crime. » 

  • « Notably, we are concerned by the strong and immediate support by the Commission you represent for one of the two parties without, at the same time, calling for the full respect of international humanitarian law. » 

  •  « In this critical time, we would have expected that the Institution you represent would have upheld its founding principles of peace, justice and human rights and would firmly stand up against their violation.

  •  «The Commission position, taken on the premises of polarised narratives, has reinforced an unfortunate ambient short-sightedness: like a chain reaction, the partisan position of the Institution is contributing to widen the gap between Europe and the Muslim world, inside and outside the borders of the Union, as well as increasing anti-semitism feelings » 

  • « We urge you to call, together with the leaders of the whole Union, for a full respect of the international human law, for a ceasefire, and for the protection of civilian life. This is at the core of the EU existence. » 

  •  « The EU risks losing all credibility and the position as a fair, equitable and humanist broker, which can only be legitimate if we hold ourselves and all the nations equally accountable. » 

 

 

In fine, la lettre rappelle les termes mêmes du Traité d’Union Européenne relatifs à la protection des droits humains et au respect du droit international : 

 

« The Union shall uphold and promote its values and interests (…) It shall contribute to (…) the protection of human rights, in particular the rights of the child, as well as to the strict observance and the development of international law, including respect for the principles of the United Nations Charter. »

 

On sait que, près de deux ans après cette lettre, l’offensive militaire et l’occupation israéliennes se sont amplifiées - et que l’objectif final d’une annexion pure et simple des territoires concernés provoquant une émigration massive des populations est à présent envisagée. Pour autant, les réactions des Institutions sont restées tout aussi « modérées » face à un conflit susceptible de dégénérer en une grave crise politique régionale voire internationale.
